County of San Diego Animal Care Shelter Public Art Project
The County of San Diego is currently in design for a new 20,000 square feet Animal Care Shelter in the City of Santee. Construction is scheduled to commence in June 2024 and is expected to be completed by March 2026.
This new building and associated kennels, outdoor livestock area, and site amenities will provide a more efficient facility to better serve its customers and a safer environment for department staff, the animals, and the public. It will provide the Department of Animal Services (DAS) with a state of the art facility for the next 50 years. It will also be used for animal intake during local disaster events. DAS provides animal-related law enforcement, sheltering, medical emergency response, and pet adoption services to the unincorporated areas of San Diego County.
Landscape enhancements will be made along the front of the property next to the two additional lanes along Riverview Parkway, including a secured and open courtyard, an outdoor livestock area, activity yards, a secure staff parking lot, and a public parking lot. Location: 452 Riverview Parkway, Santee, CA.
The County of San Diego Animal Care Shelter is seeking applications from qualified artists, to be considered for commissions of artwork and artwork purchases. With opportunities for artwork in a wide variety of mediums including sculpture, original art, oil, watercolor, and acrylic paintings, mixed media art, and photography, existing and commissioned artwork will be considered. Proposed Art locations include the outdoor main entry plaza, and a variety of corridors, waiting areas and the comfort care room. This Call for Artists includes artworks ranging from $500 to $50,000.

ART OPPORTUNITIES
The County of San Diego Animal Care Shelter Public Art Committee is looking for artwork with opportunities in a wide variety of mediums including sculpture, original art, oil, watercolor and acrylic paintings, mixed media art, and photography. Existing and commissioned artwork will be considered. Please consider that preference will be given to local (Santee area) artists. The theme, of course, is animals (dogs, cats, horses) and the relationship, community, and joy that these animals bring.
The actual fee for commission or price for purchase will not exceed the wholesale price customarily charged by the artist for similar artworks when sold to the public. The budget is all-inclusive and must cover design fees, travel expenses, all materials and fabrication costs, insurance costs, shipping or transportation to the site or framer, preparation for installation, taxes, personal documentation, and site visits. For commissions, the stated budget will include installation as well.
Entries for art must be received by the end of Monday, March 3, 2025. Entries received after the deadline will not be reviewed. The Consultant is not obligated to notify artists when incomplete entries are received. Incomplete entries will not be reviewed. It is the responsibility of the applicant to ensure that entries are completed and arrive by the deadline.
Main Entryway Sculpture $40,000 – 50,000.00
There is a large 195 square foot triangular grassy area in the main entry courtyard that would be enhanced by a sculpture, preferably of a pet. In the main entry there is a large triangular area where a new commission sculpture to welcome people to the building is desired. The sculpture should be between 5 to 6 feet high and take up an area up to 6 feet wide. The sculpture should demonstrate the theme of the animal shelter (animals – dogs, cats, horses) and the relationship, community, and joy that they bring.
Waiting areas, hallways, and comfort care areas $500.00 – 1,000.00 each (unframed)
There are currently seven wall spaces in waiting areas, hallways, and comfort care areas where existing art photography, prints or custom artwork can be created and used to make custom wallcovering pieces to place in waiting rooms. These should be welcoming areas for visitors and people to get care for their animal, adopt a pet, or sit with their animal to be comforted at the end of life.

Criteria used to select artists for commissions will be:
- Quality, creativity and strength of artwork concepts and workmanship as evidenced in images of past work and a professional resume
- Ability to demonstrate creativity and style that will support the guiding principles of the art program and support the desired population
- Technical competence as evidenced by images of past work and a professional resume
- Aptitude for planning, budgeting and individually working on teams as evidenced by a professional resume and professional references
- Experienced and can demonstrate aptitude for working on art projects collaboratively with design team and stakeholders
- Accessible to appropriate technology (email/drop box) for communicating efficiently and effectively
The Public Art Committee is comprised of representatives from the County of San Diego, F&H Construction, Members of the County Art Commission, and the project Architect. The Committee will review all complete, eligible entries received by the deadline. Judging the qualifications shown in the Call for Art, the Committee will make selections for commissioning and/or purchasing proposed artworks. Candidates for larger art commissions may be invited to present their specific original design ideas to the Committee.

All artists will be notified that their submittal has been accepted. We reserve the right to revise this timeline, in its sole discretion and without notice.
Art Consultant is not obligated to notify artists when incomplete entries are received. Incomplete entries will not be reviewed. It is the responsibility of the applicant to ensure that entries are complete and submitted correctly through Google form at website.
Any individual or professional artist who currently resides or works in San Diego County and especially those in Santee and the East County are eligible to apply. Artists working in all mediums may apply. Artists are encouraged to express their relationship with and care for animals or community.

CFA Revision: Leah Goodwin Creations, with advice from the Public Art Committee, reserves the right to revise this CFA, including, but not limited to the submittal due date, the number of artists accepted, the timeline, the art budget, and the selection criteria at any time within its sole discretion.
Responsibility for Submittal Costs: Leah Goodwin Creations is not liable for any cost incurred by any person responding to this CFA. The applicant is fully responsible for all submittal costs. Leah Goodwin Creations does not assume any contractual or financial obligation as a result of the issuance of this CFA, the preparation and submittal of materials by a respondent, the evaluation of an accepted submittal, or the selection of finalists.
Submittal Acceptance/Rejection: Leah Goodwin Creations, at its sole discretion, reserves the right to reject any or all submittals received and to accept or reject any or all of the items in the submittal. Leah Goodwin Creations reserves the right to negotiate with any respondent after submittals are opened, if such action is deemed to be in best interest. Leah Goodwin Creations’ acceptance and review of a submittal and/or submitted artwork concept, or artwork design does not constitute a commitment to award a commission to any artist or team.
Decline to Award: Leah Goodwin Creations with the input from the Public Art Committee, at their sole discretion, reserve the right to not award the commission to any artist (or artist team) due to inappropriateness of art.
Copyright: A version of the following language will appear in the contracts between Leah Goodwin Creations and Artist:
The Artist retains all copyrights to any and all of the Artist’s submittals and, except as provided below, to the Artwork. Irrevocable License to Reproduce for Non-Commercial Purposes: The Artist hereby grants Leah Goodwin Creations and the Public Art Committee irrevocable license to make, or cause to be made, photographs and other two-dimensional reproductions of the Artwork or the Artwork Design for educational, public relations, and arts promotional purposes without payment of a royalty to the Artist.
In addition, artist(s) with large, commissioned, and original artworks will be asked to complete the ARTIST COPYRIGHT ASSIGNMENT AND WAIVER OF CAPA/VARA RIGHTS IN RELATION TO COUNTY CONTRACT. The County of San Diego requires this document (download PDF document to see the full text).
